JOB DESCRIPTION

In March 2015 the State Oil Company of Azerbaijan Republic (SOCAR) and KBR announced an agreement to establish a new engineering and support Services Company in Azerbaijan. The legal entity name of the new company is SOCAR-KBR LLC and provides design, engineering, technical, procurement, construction supervision and project management services for projects across the upstream, midstream and downstream oil and gas sectors, in the Azerbaijan – Georgia – Turkey (AGT) region. The key objective of this strong partnership is to create a world class Azerbaijan-based EPCM services company that will utilize the strengths of both organizations and deliver top quality results by utilizing, developing and promoting Azerbaijani national content. The company has a long-term commitment from both organizations.

Position Title: Proposal Manager
Work Location: Baku

Roles and responsibilities:

• Develop the Company Proposal policy, procedures, systems, tools and techniques,
• Develop local content involvement
• Management of all technical and commercial proposals
• Development of In Country Value Plans
• Develop the Proposal Plan and review the Enquiry Summary, if necessary;
• Organize and hold the bid kick-off meeting
• Define the bid cost structure, with the support of the Estimator
• Manage the interfaces with Partners and Client
• Ensure definition of the scope of work of each party involved in the bid
• Analyse Contract requirements and conditions
• Ensure definition of the cost estimates developed by the Estimator
• Approve the cost estimate of internally performed activities developed by the Estimator and based on the evaluations made by the other technical/procurement
• partments (engineering, procurement, assets management)
• Approve the preliminary project cash flow developed by the Estimator
• Ensure the definition of project organization, overall project schedule, overall execution plan, overall resource plan
• Ensure the integration of proposal packages prepared by the individual Operating Companies and Proposal Partners (if any) and reconcile possible discrepancies (for Onshore Project)
• Ensure the preparation of Cost Closure Reports
• Ensure the submittal of the Proposal to the Client
• Manage the post-bid clarification phase with the Client
• Lead, if so delegated, negotiations with clients to reach an agreement on the outstanding pricing, commercial, contractual and technical aspects of the Proposal and in the formalization of contracts
• Prepare the Proposal Close-out Report
• Prepare the Project Architecture
• Ensure that Risks Analysis is correctly applied, guaranteeing through ROBS (Risks and Opportunity Breakdown Structure) the definition of the risk register through the Risks and Opportunity methodology application

Essential Skills / Qualifications:

• Strong offshore upstream and onshore/ midstream experience (Previous Caspian experience desirable)
• Minimum Bachelor of Engineering in any discipline from a recognized and reputed institute.
• Over 14 years of experience in proposal handling, Estimations, Cost Control and Field Execution in Oil and Gas Sector preferably in Offshore Topsides and Jacket
