RESPONSIBILITIES:

  • Administer and execute all steps of public procurement and related documentation for the organization
  • Oversee the execution of tender related activities – planning, configuration, monitoring and analysis
  • Implement open tenders, quotations, and evaluation
  • Configure public tenders on an e-tender.gov.az portal from beginning to the end
  • Work closely with other department to understand their procurement needs
  • Develop and implement effective Terms of Reference – “Şərtlər toplusu”
  • Monitor the tender submission process for formatting, completeness, consistency, and compliance
  • Submit required governmental reports and other necessary documentations
  • Create Purchase Orders, monitor all outstanding Purchase orders and Requisitions to ensure fulfillment or cancellation in the ERP system
  • Work closely with vendors, monitor collection, shipment, and delivery of goods
  • Monitor logistics and obtaining customs clearance documentations from suppliers for international orders
  • Negotiate contract agreements for services, goods and works
  • Prepare Supply contracts/modification/termination with obtaining specific contract documents/certificates
  • Assess contractor/vendor performance to identify the need for amendments of existing contracts
  • Prepare various monthly reports in ERP system
  • Participate in development of departmental policies and procedures

QUALIFICATIONS:

  • Bachelor’s degree in BBA, finance or other related. Master’s degree in related field preferred.
  • Minimum 3 years’ experience as Procurement and Contract Specialist
  • Minimum 1-year experience in Public Procurement
  • Excellent oral and written communication skills.
  • Proficient in Microsoft Windows Office software (Word, Excel, Project).
  • Skilled and effective negotiator.
  • Proficiency in spoken, written Azerbaijan, English and Russian is essential.
  • Excellent organizational and analytical skills.
  • Knowledge of tracking, planning, scheduling.
  • In-depth knowledge of procurement regulations, contract documents, and legal specifications.
  • Ability to resolve client complaints and concerns.
  • Understanding of contract terminology, competitive bids and meeting deadlines.
  • Ability to work well with a team.
