About the Job

• The ICRC assists people through different kinds of humanitarian activities in conflict and post conflict areas. The Security, Safety and Risk Management (SSRM) officer will apply SSRM methods to check and implement mitigations to improve security and safety of our staff. He updates regularly the ICRC Risk evaluation, assessment, and mitigation according to the evolution of the context and direct observation. The SSRM officer works as a transversal component (directly under the management supervision) to help maintaining an equilibrium in-between our risk exposure and our ability to carry on operations.

Main Duties and Responsibilities:

• Follow up the implementation of Minimum Security Requirement and update it quarterly.
• Support and document the risk analysis exercise, Lesson’s learned and incident as necessary.
• Monitor and report the impact of mitigation measures.
• Develop a thorough understanding of ICRC security framework and standards.
• Develop a thorough understanding of Red Cross & Red Crescent Movement (RC/RC) guidelines on risk awareness and safer behaviour and ensure their implementation.
• Provide briefing, training and support to ICRC and RC/RC Movement staff and volunteers.
• Monitor, analyse and evaluate security environment to improve our alert and reaction capacity.

Desired Profile and Skills:

• University degree with 5 years’ work experience, with 3y in relevant field such as Security, Safety or Risk management.
• Exposure to international environment is a strong added advantage.
• Need to have a very good command of English & Azerbaijani, written and oral communication skills, creating succinct reports, minutes and summaries. Fluency in Russian is an added value (other international languages also benefit)
• High level of computer literacy (especially in Microsoft and other online meeting tools).
• Ability to maintain accuracy, to meet deadlines and to work calmly under pressure.
• Ability to establish effective working relationships with different hierarchy level, in different department together targeting common outcome in terms of risk reduction.
• Capacity to treat sensitive & confidential information with utmost discretion and maintain confidentiality
• Having done a HEAT training is desired but being a HEAT trainer would be considered a very strong asset.
• Knowledge of Red Cross and Crescent movement scope of activities.
