Overall Purpose of the Job: The QHSE Coordinator will provide the organization with continuous advice and support to ensure that the QHSE system is fully implemented, audited and maintained. Operations are conducted in accordance with the requirements of the QHSE Management Systems, and to ensure that QHSE assurance remains an integral part of the business.

Key responsibilities:

• Establish, Implement, Maintain and improve on area specific Quality/Safety/Environmental Management System in accordance with Frank’s International, ISO, OHSAS and Local requirements
• Ensure that vigorous investigations occur and appropriate action is taken when policies and procedures are not followed, when accidents or injuries occur, when nonconforming product or services are produced, or when customers complain about QHSE performance; advising managers and/or supervisor(s) as to appropriate action
• Ensure that appropriate follow up action is taken in the event of employee non-compliance, employee or contractor death, injury, mishap, near miss incident, environmental damage, product or service non-compliance, or customer complaint
• Establish compliance analysis on published procedures, laws and regulations and contracts. Establish action plans to ensure requirements reflect approved working practices
• Issue and control of QHSE manuals as well as any amendments
• Actively follow-up on QHSE related subjects
• Maintains an effective system for the calibration of all inspection, measuring, and testing equipment
• Has the authority to request the stoppage of any work process/activity that is in conflict with Frank’s Quality Assurance requirements
• Provide technical support in fabrication specifications, material joining, and quality related issues for the various divisions within Frank’s
• Ensure welding procedures are prepared and being followed by qualified welders
• Ensure yearly QHSE objectives are issued, implemented and maintained
• Ensure management reviews are carried out at a minimum on a yearly basis

Audit & Inspection Responsibilities:

• Initiates, plans, and undertakes internal and external audits as necessary in order to verify compliance with the system, follow up on action items; and ensure a list of approved vendors is established and maintained
• Prepare internal audit schedule to cover the full QHSE system and ensure audits are carried out accordingly, NCRs are generated from the audit and close out is monitored actioned
• Conduct QHSE Audits and reviews to identify weaknesses, ensure compliance with government regulations, contracts and FI’s Management system and continuous improvement opportunities as required and issue corrective action requests
• Accompany 3rd parties such as government inspectors during visits
• Conduct QHSE audits and meetings at the field (where applicable) and workshop level, to determine the effectiveness of the QHSE MS and evaluate the level of performance of the personnel responsible for the areas being audited or observed.

Training & Awareness Responsibilities:

• Ensure that work under their control is conducted in a safe and environmentally manner by appropriately trained and competent persons
• Develop and maintain a high level of awareness among all personnel through communications, training, and active personal involvement
• Demonstrates leadership by giving clear, complete, and accurate information on quality/HSE requirements, process standards, potential health and safety hazards, and potential process difficulties
• Maintain training matrix for all training requirements
• Promote awareness and improvement in implementing QHSE standards.

 General Duties & Responsibilities:

• Communicate effectively both written and verbal with personnel at all levels of the company
• Maintain a close working relationship with all levels of the organisation to ensure that a system of open communication exists
• The QHSE Controller will lead by example in promoting and maintaining a safe workplace and holding all others accountable to this standard
• The QHSE Controller will be responsible for the full implementation of the Frank’s International QHSE system
• Ensure Quality & HSE information on the “MyFranks” intranet portal is maintained and up to date
• Any other reasonable duties and responsibilities considered appropriate by the management of the company
• Evaluate and ensure compliance with existing legislation and effectively report non-compliance to management

Qualifications / Knowledge / Skills / Experience:

• Relevant Bachelor Degree
• At least 5 years of Oil and Gas Industry experience
• Strong understanding of Quality Practices.
• Strong computer skills with literacy in Word for Windows, Excel and Power point
• Skills in and ability to prepare, with assistance, professional proposals
• Sound business and report writing skills
• Proven problem solving ability with a solutions orientation matched with an ability to solve operational problems creatively
• Effective time management, organizational and self-discipline skills
• Good understanding of Integrated Management Systems and Continuous Improvement concepts.
• Strong service orientation and related skills.
