Contract duration: 18 months – resident until Q3, 2021, then offshore rotation (4 weeks / 4 weeks)

JOB DIMENSIONS / CONTEXT
Absheron Early Production Scheme (EPS) is an early development phase to target a first gas production mid-2022.
JOCAP Joint Operating Company of Absheron Petroleum is a new Company created in March 2018, which is the Operator of Absheron from August 2018.
Absheron development reference agreements are PSA, JOA and addendums.
EPS Project technical data:
152Mscf/d of gas, 12kbbl/d of condensate; production from 1 subsea well, 34km multiphase flowline, dedicated new platform installed at Oil Rocks field (operated by SOCAR); WHSIP = 555bar, WHFP = 380bar.
ACTIVITIES / ACCOUNTABILITIES:
- The Commissioning and Start-Up (CSU) Manager is responsible for the planning and safe execution of commissioning and start-up activities of the EPS. He will ultimately ensure that EPS facilities are commissioned and started-up safely and on time, and comply with the project integrity and assurance requirements to achieve the agreed operating performance targets.
During the offshore phase, he will act as Site Manager and Responsible Person for Safety and Environment on Site (RSES) and Act as On-Scene Commander in order to deal with any emergency in the framework of the Site Response Plan.
He is responsible for coordination of activities with all parties: AZNEFT, Project, Contractors…
Before Start-up, responsibilities are to:
- Lead the execution of CSU activities from construction through to final handover.
- Ensure CSU risks are identified and necessary mitigation plans are in place.
- Manage main Commissioning Contract, i.e. Dewatering, Wellhead Commissioning and Piping Services.
- Define support requirements for vendor representative, time schedule and cost forecast.
- Implement and managing Change Control procedures during commissioning.
- Preparation of “as-commissioned” documentation to facilitate the handover of systems from construction, through commissioning and into operations.
After Start-up, responsibilities are to:
- Manage and coordinate all technical / operational activities in Production, Maintenance, works, HSE and logistics.
- Ensure that the production target established by the company is achieved and maintained.
- Ensure a smooth and flawless handover to the long term Site Team.
- Identity Root Causes of unplanned shutdowns and action plans in order to achieve the optimal availability of the EPS. HSE
RESPONSIBILITIES:
- Comply with the Activities described within the HSE Management System
- Identify the downgraded situations and put in place the compensatory measures.
- Set up, apply and enforce the rules of the site.
- Validate Permit to work (PTW) and ensure proper close out of PTW
- Participate to the HAZID, HAZOP and Cause Tree Analysis. Participate to the PTW audits. Lead weekly safety meeting.
- Make sure of the update and initiate the changes deemed necessary of the Site Response Plan.
- Conduct the weekly exercises as part of the Site Response Plan
- Report any anomaly, abnormal conditions and near miss to the Operations Director.
Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor.
QUALIFICATIONS / EXPERIENCE:
- – Level / Diploma: BA/MA degree in Petroleum Engineering or equivalent
– Professional Experience: minimum 15 years in Oil and Gas industry including a minimum of 5 years in Commissioning Start-up and Offshore Site Management.
– In-depth knowledge of Commissioning & Start-up of Subsea and Surface facilities, Site Management.
– Other required Competencies: Management of contractors/subcontractors, Strong HSE leadership, Operations of Subsea wells, Field Operations of offshore Oil & Gas facilities.
– Fluent in English and Azerbaijani languages.
