Job Title: HR officer
Organizational Unit: Azerbaijan Red Crescent (AzRC), Organizational Development Division
Duty Station: Baku, with possible field visits
Immediate Supervisor’s Title: Head of HR Department
Technical Manager’s Title(if applicable): Secretary General
Duration: 1 August 2021 – 31 May 2022, with possible extension

Organizational context (where the job is located in the Organization)

  • The Azerbaijan Red Crescent Society (AzRC), established in 1920, is an auxiliary organization to public authorities which carries out its humanitarian activities towards reducing the vulnerability of people in need through its network composed of Headquarters, the Nakhichevan Autonomous Republic Committee, 85 local and field branches, which are united in eight regions, relying on strong links with governmental agencies, local and international organisations. The AzRC has about 355,000 members, 22,266 registered local volunteers countrywide with 5,976 volunteers being actively involved in the AzRC activities. The AzRC has a robust legal base supported by the Law on Recognition of Azerbaijan Red Crescent Society, Law on Protection of Emblem, and relevant governmental decrees.
  • HR Department is responsible for the whole HR cycle in the National Society.
  • Job purpose
  • HR officer is responsible for HR support and advice to the Head of HR Department in AzRC and advice to the AzRC management, development, coordination and implementation of HR Strategy/relevant policies for the HQ and branches.

Job duties and responsibilities:

  • Recruitment
  • Receive the necessary recruitment documentation and create the staff file.
  • Provide support in the recruitment process by posting jobs on the e-recruitment system, organize telephone, Skype and face to face interviews and performing all the related logistics.
  • Contract management
  • Prepare contractual documents (employment contracts, service contracts, consultancy agreements, volunteer and internship agreements) and dispatch them; ensure that accurate and complete information is kept on personnel files.
  • Prepare extension/renewal letters and other contractual letters e.g. salary increment, acting assignment, change of status or location, notice of non-extension/ renewal, etc. and dispatch them.
  • Maintain an up-dated and efficient filing system for all personnel files, correspondence and HR documents, including in HR systems.
  • Ensure all HR related documents (templates, forms, formats, etc.) are up to date and easily accessible to staff.
  • Ensure support to the Head of HR Department in registering and updating personnel in the organization’s HR systems, and provide support in extensions/renewals, changes in funding, title, relocation, etc.
  • Leave management and payroll
  • Follow-up and maintain staff members leave balance.
  • Be the focal point for all matters and enquiries concerning payroll-related issues.
  • Collect all necessary documentation and verify eligibility to benefits within the set deadlines as per staff regulations.
  • Onboarding/Exit
  • Manage all HR management-related processes in the AzRC HQ including staff entry, transfer, and exit procedures and processes. Act as focal point towards support services in order to disseminate relevant information.
  • Prepare briefing/debriefing programmes, including appointments with stress counsellors.
  • Provide assistance in preparing necessary paper work for new staff. Provide the new staff members with standard briefing guidelines and documents.
  • Contribute to the initial orientation process to newly hired employees.
  • Prepare attestations of all kind and work certificates to delegates while on mission and after end of mission.
  • Develop and produce HR reports
  • Prepare regular and ad-hoc internal report and metrics to support operational and strategic decision-making.
  • Participate in the development of the HR reporting strategy and the production of the social report.
  • Prepare regular and ad-hoc reports for external use, e.g. for compliance with official requirements.
  • Monitor and maintain the quality and consistency of HR data; develop data management.
  • Other
  • Provide the HR Department with effective and timely support on several diversified issues, including scheduling meetings, preparing presentations, handling queries, processing invoices/payment requests, etc.
  • Develop guidelines, strategy, policies, SOPs and other relevant HR tools; develop and deliver internal training and other information-sharing sessions to staff.
  • Duties applicable to all staff
  • Actively work towards the achievement of the AzRC goals
  • Abide by and work in accordance with the Red Cross and Red Crescent principles
  • Perform any other work related duties and responsibilities that may be assigned by the line manager

Position Requirements:

  • Education
  • University degree or equivalent working experience
  • Professional HR qualification or equivalent experience
  • Experience
  • 2-4 years’ experience in at least one specialized HR area (Compensation & Benefits, Talent Management, HR Systems)
  • At least 2 years relevant working experience in administration
  • Work experience with international organisations, large NGOs and/or governmental development agencies, multi-cultural environment
