Description:

• Monitoring build progress, overseeing cost and ensuring project quality
• Overall coordination of Design and Implementation Phases of HSE Program including interface with HSE Program Contractor
• Coordination of HSE Program deliverables review and approval process
• Coordination of HSE Program contract’s change orders review and approval process
• Coordination of payments (invoices, acts of acceptance) to HSE Program Contractor
• Partnering with HSE and process safety director, HSE leaders, Site Managers, and others to gather input for program design and support deployment
• Assist in the development, communication, and management of HSE operational excellence standards, preferred work practices and guideline documents
• Timely assessment and reporting of Program solutions and overall project deliverables
• Ensuring the schedule, budget and details of HSE Program are well organized
• Act as the focal point of contact and communicate project status to all participants/stakeholders
• Maintaining and monitoring project plans, project schedules, work hours, budgets, and expenditures
• Organizing, attending, and participating in stakeholder and project review meetings and workshops
• Documenting and following up on important actions and decisions from meetings
• Ensuring project deadlines are met
• Determining project changes
• Ensuring project adhere to frameworks and all documentation is maintained appropriately for each project
• Assess project risks and issues and provide solutions where applicable
• Ensure stakeholder views are managed towards the best solution.
• Chair and facilitate meetings where appropriate and distribute minutes to all project team members
• Meeting with contractor, stakeholders and project manager to report on project progress
• Liaising with contractor and building strong working relationships
• Managing risks to avoid delays or reputational damage
• Recommending changes to HSE Program that is ongoing if it appears not proceeding on schedule or is producing unsatisfactory results
• Improving the efficiency of HSE Program execution by proposing timely and optimal project decisions from Client (SDM) side, proposing program cost optimization options, reducing project duration required to implement program under supervision.
• Developing an alternate course of action for completing a job should the initial plan fail
• Making presentations to business partners and company executives concerning different phases of a project
• Coordinating available resources, including engineers working on the project
• Tracking different elements of the project plan and making adjustment where needed to stay on track

Education:

• Bachelor’s Degree in related field is mandatory (safety/process safety, occupational safety/health, environment, compliance, or combination of related degrees).
• Master’s Degree in related or any technical field is preferred.
• Project Management Professional (PMP) certification is of advantage.

Requirements:

• Minimum of 5 years progressive working experience in Health, Safety and Environment in operation environment (process plants: oil & gas, crude oil refining, chemical or petrochemical industry); experience in project environment is advantageous.
• Experience in leading HSE systems’ development and/or improvement projects, as well as risk analysis, compliance assessment, and auditing in operation environment
• Experience in HSE procedure compilation
• In-depth understanding of international management system standards for HSE (e.g., ISO 14001, OHSAS 18001, ISO 31000, ISO 22301, ISO 45001, ISO 50001) and local regulations
• Experience in the following HSE elements:
• Process Safety Management (i.e., Permit to Work system, MOC, TBT, PSSR, etc.)
• involvement into HSE KPIs development/maintaining/tracking/reporting
• Experience in arranging HSE trainings program
• protection and emergency management
• incident investigating, accidents, hazards and near misses
• Industrial Hygiene management
• Environmental management
• Occupational Safety management
• Occupational Health management
• General awareness of oil/gas or refinery processes
• General awareness of project phase implementation
