The Azerbaijan Red Crescent Society (AzRC), established in 1920, is an auxiliary organization to public authorities which carries out its humanitarian activities towards reducing the vulnerability of people in need through its network composed of Headquarters, the Nakhichevan Autonomous Republic Committee, 85 local and field branches, which are united in eight regions, relying on strong links with governmental agencies, local and international organisations. The AzRC has about 355,000 members, 22,266 registered local volunteers countrywide with 5,976 volunteers being actively involved in the AzRC activities. The AzRC has a robust legal base supported by the Law on Recognition of Azerbaijan Red Crescent Society, Law on Protection of Emblem, and relevant governmental decrees.
The AzRC is seeking an Information Management (IM) professional with skills and ability to engage in the fields of data collection, data analysis, data visualization, GIS, and database development and management.
Job purpose
- The Information Management (IM) Officer will provide technical support to all response activities across all the sectors. The work will involve close coordination with each branch, regional centre, and department within Azerbaijan Red Crescent Society as well as cooperation with the IFRC Country Office Azerbaijan and the IFRC
- Country Cluster Office in Tbilisi. The officer will ensure that analytical frameworks and analysis plans are implemented throughout all operations. They will be responsible for implementing innovative approaches and solutions to qualitative and quantitative analysis, including software.
- Information that is both up-to-date and consistent is essential for operational decision making at all levels on Branch, Regional as well Head Quarter levels. The officer will advise on the identification of priority sectors, geographic locations and severity of needs based on evidence-based data analytics. These findings will be available through standard analytical outputs that are created in a timely manner in support to the decision-making processes.
- Job duties and responsibilities
- The information management officer shall:
- Manage and coordinate the Information Management processes at the operational level
- Plan, develop, implement, and maintain all processes related to Information Management including data collection, analysis, visualization and mapping.
- Coordinate the implementation of an Information Management strategy and defining the data flows at the operational level with all key RCRC internal and external stakeholders.
- Regularly produce IM and analytical products in a timely manner.
- Ensure that information is updated on all relevant platforms to facilitate information sharing
- Ensure that IM products are accurate, comprehensible, clear and simple.
- Coordinate, support or advise on primary and secondary data collection, management, storage and archiving
- Process, reconcile and compare all secondary and primary data
- Select and implement structured analytical techniques to improve the quality, credibility and rigor of the analysis.
- Design clearly and graphically key messages and analytical outputs/products of the assessment(s) findings
- Look for potential risks, harm or opportunities regarding the IM, data process and outputs
- Ensure lessons learnt are captured and fed into guidance documents and contribute constructively to the general IM capacity and processes within Azerbaijan Red Crescent Society.
- Any other reasonable tasks as stipulated by the line manager and other senior staff.

Position Requirements:
- Education
- University degree or technical qualification in relevant areas such as Information Management, Disaster Management, IT/Computer Science, Finance, GIS/Geography, or equivalent experience
- Experience
- 3 to 5 years of proven experience in information management and data analysis in humanitarian contexts
- Experience in assessment design and data management related to large scale inter agency or sectoral needs assessments
- Experience in undertaking and managing complex, large scale humanitarian needs
- Experience in designing, conducting and analysing large surveys in emergencies.
- At least 2 years of experience of working for the Red Cross/Red Crescent Movement
- Experience with handling confidential data
- Experience in advanced data visualization and information design
- Knowledge and Skills
- Knowledge of data analysis required as well as data visualization.
- Knowledge of database or data manipulation software: ACCESS, Excel, MySQL or PostGreSQL, and/or other statistical programmes (STATA or SPSS) and/or programming languages (R or Python).
- Strong knowledge of data visualization (Either Tableau, Power BI or d3)
- Advanced Excel skill
- Strong analytical skills and ability to handle complex issues and data
- Excellent written and verbal communication skills are essential with the ability to craft an analytical narrative from data findings
- Good understanding of humanitarian responses, actors involved, and the role of evidence-based decision making for the delivery of humanitarian action
- Solid skills in teamwork and coordination so as to be able to bridge the communication between decision makers and technical personnel
- Excellent analytical and problem solving skills, including the ability to synthesize, process and prioritize large amounts of information
- Strong attention to detail in both listening and visualisation design
- Ability to work towards tight deadlines and handle multiple tasks
- Additional skills in database management, web design and programming, and internet technologies
