Laboratory Manager (Non-Routine)

The Non-Routine Laboratory Manager has the following accountabilities:

• Manages the critical lab disciplines and leads specialists to achieve safe and sustainable lab operations – namely QAQC, Online Analysers, HSE, LIMS, and Non- Routine laboratory activities
• Ensures HSE for the Laboratory premises and the equipment it contains
• Manages all HSE aspect of the laboratory related activities – waste management, building fitness, safe storage, and sample/chemical management, leads risk assessments and hob hazard analysis, ensures safe laboratory operations and sampling while completing required procedures as per general lab safety guidelines while complying Azerbaijani local regulations
• Conducts weekly safety toolbox meetings & Walk and Talk sessions to improve analytical and safety awareness of the staff
• Leads all LIMS related activities and project through LIMS specialist from implementation to sustainable operations
• Ensures the QA/QC aspects in the sections leading QA/QC specialist and supervises staff to verify the correct and effective implementation of the Laboratory Quality Assurance protocols/instructions as per ISO 17025:2017
• Ensures laboratory document implementation to comply with Azerbaijani Legislation and international quality system requirements in alignment with QA/QC Specialist and No Routine Supervisor.
• Steers internal/external audits and accreditation of the refinery laboratory
• Implements good laboratory practices, in compliance with the procedures documented in the QA/QC system
• Ensures all related quality aspects are met for the field operations including fields testing and sample storage, chemical storage and waste management activities where required.
• Supervises Laboratory Operation Specialists for the Non-Routine section, ensures the efficiency and effectiveness of their duties
• Manages all staff requirement under his/her accountability
• Responsible for overall site online analyser activities and QMI surveillance.
• Ensures safe and reliable implementation and sustainable operation of online analysers as per project requirements.
• Supports Lab Director for Laboratory HR activities and manpower coordination/requirement identifying suitable candidates and conducting interviews.
• Execute the sample & analysis plan, consisting of measurement of samples delivered, to provide quality and timely results, and the sample quality reports for Non-Routine section.
• Directly reports to Laboratory Director and deputizes Routine Lab Manager.
• Ensure interface with Routine Lab section to implement related HSE, Quality, LIMS, QMI activities.
• Manage projects, troubleshooting, investigation for non-routine department.

The job holder must have:

• University Degree (BSc.) with a Minimum 5 years’ experience in QA/QC roles and minimum 3 years’ quality experience in oil and gas projects, and/or petrochemical environment (MSc. Degree is a plus)
• Experience in LIMS application, QMI activities, HSE aspects for oil and gas laboratories.
• Previous ISO 17025 implementation experience is desirable
• Understanding of online analysers and calibration procedures
• Knowledge of local and international codes and regulations regarding plant operation activities for chemical management regulations.
