Position Summary:
- Direct support to PHPM on day-to-day activities;
- Dealing with The Group consolidated procurement requirements, being a single point of contact for all Ongoing liaison with Originators on a subject matter and Contract post-award management requirements as and when needed;
- Handling The Group centralized AVL (approved vendor list) processes;
- Administration of procurement platform and consulting end-users on ongoing activities;
- Facilitates sourcing process in close coordination with stakeholders and managing its end to end sourcing process. Ensures that all processes are compliant with Procurement Policies and Procedures;
- Selects a Supplier based on objective business criteria and the requirements defined by the Originator;
- Recommends improvement of Sourcing Strategies through evidence based analysis for consumption by financial and operational dimensions, including price, quality and service;
- Ensures that Suppliers comply with legal requirements and acting in a manner that is consistent with PH commitment to compliance and ethics. Engages with Suppliers saring the PH core values, mission, and vision;
- Participates and facilitates The Group’s Procurement consolidation processes (within Demand Plan of Consolidated Opportunity formation)
Requirements:
- At least 3 years of relevant experience;
- Presence of CIPS certificate is preferable;
- Fluent in Azerbaijani, Russian and English (writing an verbal skills);
- Excellent level of Microsoft Office (MS Excel & MS Power Point), E-procurement knowledge, ERP for procurement
- Deep understanding of strategic sourcing process;
- Strong negotiation skills to achieve savings for the organization;
- Experience in supplier performance management and customer management;
- Experience in contracting (from contract drafting to signing, through execution and contract closing);
- Experience in consolidated tenders (identification of scope consolidation opportunity, scope consolidation and delivery date coordination with stakeholders and consolidated tender execution);
- Understanding of goods and services classification and supplier categorization principles;
- Experience in supplier selection (pre-qualification), service execution performance analyzing, suppliers development.
