The East-West Management Institute, Inc. (EWMI) in cooperation with the Ministry of Economy of the Republic of Azerbaijan is implementing the Socio-Economic Development Activity in Azerbaijan (SEDA) funded by the United States Agency for International Development (USAID). SEDA contributes to the advancement of socioeconomic development at the regional level in Azerbaijan by providing support for community-driven socio-economic projects (CSEPs) and strengthening stakeholder participation in setting priorities for socioeconomic strategies and programs in the regions that SEDA targets and beyond.

EWMI intends to hire Azerbaijani expert for the position of Regional Engineer and Environmental Specialist. This is a full-time position based in SEDA’s office in Lankaran and require travel to the towns and villages in the Lankaran region. Travels to other regions where SEDA takes activity may be required upon request by SEDA’s management. Salary will be determined based on experience. Only short-listed candidates will be contacted. 1. Regional Engineer and Environmental Specialist

Responsibilities and tasks

Under the direct supervision of SEDA’s Lead Engineer, he/she will complete the following main tasks:

• Supervise the implementation of the CSEPs that SEDA supports in Guba-Khachmaz region;
• Monitor the delivery of the respective community’s contribution to the implementation of the CSEPs;
• Conduct site visits to ensure that the CSEPs are being implemented in compliance with the approved CSEP’s technical descriptions and budgets;
• Address technical problems that might arise during the implementation of the SEDA-supported CSEPs;
• Ensure compliance with and provide execution of requirements of the CSEPs’ Environmental Monitoring and Mitigation Plan for the respective CSEPs to minimize environmental aspects and impact.

Desired qualifications:

• Degree in General Engineering, Architecture, or related field;
• Minimum five years’ experience in project design and engineering;
• Knowledge of with national environmental, procurement, design, and construction regulations/guidelines;
• Good understanding of the regional economic development context in Azerbaijan;
• Experience in working with international organizations’ programs is an advantage;
• Familiarity with community development issues;
• Impeccable professional and personal integrity;
• Excellent communications skills in Azerbaijani, knowledge of English is an advantage.
